AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just eight days before the country’s general election.
Study Shows Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these parties, the study pointed out.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The vice-chair of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she emphasized.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the showing of the Freedom party.
The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.
Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Attributed to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
